Court records show the following actions taken in Homer District Court through June 23:

Judgments

Dean L. Oines, 57, pleaded guilty to reckless driving. She was fined $300, ordered to pay $50 to support the Police Training Fund and had her driver’s license revoked for 30 days.

Staci R.B. Joseph, 22, pleaded guilty to interfering with a report of domestic violence. She was sentenced to 60 days in jail with 55 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for two years.

Kyle R. Hock, 25, pleaded guilty to driving while license cancelled, suspended, revoked or limited. Under an amended judgment he was ordered to serve 90 days in jail with 80 days suspended; ordered to $50 pay police training surcharge, $50 initial jail surcharge and $100 suspended jail surcharge with $100 suspended; his driver’s license was revoked for 90 days and he was placed on probation for three years.  

Brian G. Welsh, 49, pleaded guilty to reckless driving. He was fined $1,000 and sentenced to 100 days in jail with 90 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to attend an alcohol safety action program and had his driver’s license revoked for 30 days; and was placed on probation for two years. Firearms seized were ordered returned to Welsh.

Rachel L. Payton 25, pleaded guilty to driving while license revoked. She was sentenced to 20 days in jail with 10 days suspended and ordered to perform 80 hours of community work service; ordered to pay $50 to support the Police Training Fund and a $100 probation surcharge with $100 suspended; had her driver’s license revoked for 90 days; and was placed on probation for one year.

Criminal Court

Quintin O. Hartwig, 19, Anchor Point, concealment of merchandise.

Bryan A. Lowe, 53, reckless driving, leaving the scene of a collision.

Christopher L. Moore, 53, Anchorage, commercial fishing during a closed season, lingcod.

Joseph A. Nielson, 59, Anchorage, filet halibut inconsistent with International Pacific Halibut Commission regulations.

Jesse M. Kvasnikoff, 30, Nanwalek, fourth-degree assault, domestic violence.

Michael R. Fisher, 44, violating conditions of release, two counts.

Harvey L. Meganack, 53, fourth-degree misconduct involving a controlled substance, two counts, marijuana.

William O. Daugherty, 49, first-degree stalking, a felony; second-degree stalking; violating conditions of release, fourth-degree criminal mischief; second-degree misconduct involving a controlled substance, heroin; third-degree misconduct involving a controlled substance, methamphetamines; fourth-degree misconduct involving a controlled substance, Suboxone or buprenorphine-noxodone; fourth-degree misconduct involving a controlled substance, maintaining a vehicle used in keeping or distributing controlled substances, all felonies.
