Ocean Drive Loop property owners asked the Homer City Council for help in addressing severe erosion of bluff land along the road. The council agreed to create the Ocean Drive Loop Bluff Erosion Control Improvement District. Landowners sought funding for an erosion control study and mitigation plan that could include a seawall.

The Homer City Council reconsidered putting a veterans memorial in a lot at the corner of Pioneer Avenue and Lake Street in Wisdom, Knowledge Faith and Love Park, land deeded to the city by Brother Asaiah Bates. Findlay Abbott told the council that in 1988 it asked for proposals for a memorial there. He and others submitted ideas, but the council approved a plan by the American Legion Auxiliary without responding to Abbott. .
