Judgments

Billy R. Gardner, 45, charges dismissed, fourth-degree misconduct involving a controlled substance, sixth-degree misconduct involving a controlled substance.

Tricia D. Cochran, 35, charge dismissed, fugitive from justice.

Manfred M. Kirchner, 62, charge dismissed, fourth-degree assault.

Andrew C. Reed, 37, charges dismissed, second-degree theft, three counts, first-degree vehicle theft, third-degree criminal mischief. He pleaded guilty to violation of a protective order. He was sentenced to 90 days in jail with 80 days suspended and ordered to perform 80 hours of community work service; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to attend apply for an Alaska Permanent Fund Dividend and pay at least $1,470 in restitution; and was placed on probation for three years.

Wyatt A. Harshfield, 18, charge dismissed, minor consuming alcohol. He pleaded guilty to minor operating a vehicle after consuming alcohol, an infraction. He was fined $500; ordered to complete 20 hours of community work service and pay $10 to support the Police Training Fund, and ordered to complete an Alcohol and Drug Information School class. 

Michael S. Myhran, 57, Beaverton, Ore., pleaded guilty to driving under the influence. He was fined $2,000 with $500 suspended and sentenced to 90 days in jail with 87 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $330 cost of imprisonment; ordered to attend an alcohol safety action program and install an ignition interlock device; had his driver’s license revoked for 90 days; and was placed on probation for one year.

Fred P. Weiss, 68, pleaded guilty to driving under the influence. He was fined $3,000 with $1,500 suspended and sentenced to 90 days in jail with 87 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $330 cost of imprisonment; ordered to attend an alcohol safety action program and install an ignition interlock device; had his driver’s license revoked for 90 days; and was placed on probation for two years.

Billy C. Brown, 27, pleaded guilty to disorderly conduct. He was sentenced to three days in jail and ordered to pay $50 to support the Police Training Fund and a $50 jail surcharge.
