A person at 7:29 a.m. made a 911 call to report a vehicle on fire on Skyline Drive and Crossman Ridge. An officer and member of Homer Volunteer Fire Department went to the scene, and ACE Towing was advised to remove the vehicle.
A caller at 9:09 a.m. reported an intoxicated man lying in a parking lot on Ocean Drive. An officer went to the area, and the man refused to give his name and was able to care for himself.
A caller at 1:05 p.m. made a 911 report of a possible suicidal woman on East End Road. Officers went to the residence for a welfare check.
An officer at 2:26 p.m. contacted a subject with an outstanding warrant while on Ben Walters Lane for a separate call for service. A woman was arrested and taken to the Homer Jail.
A caller at 3:02 p.m. reported an intoxicated man lying on a walking trail on Grubstake Avenue. Officers went to the area.
A caller at 4:21 p.m. reported a man practicing archery with unsafe disregard for passing pedestrians.
A person at 10:17 p.m. reported a hit and run with damage on the Sterling Highway. A 40-year-old man was issued a summons for leaving the scene of an accident.
Aug. 23
An officer at 12:40 p.m. warned a driver for failing to stop before entering a roadway at Mile 4 Spit Road.
A person at 11:25 p.m. made a 911 call to report an intoxicated man on Pioneer Avenue and Main Street. An officer went to the scene and provided transport for the man.
Aug. 24
A 26-year-old woman at 2:51 a.m. was arrested for driving under the influence of drugs at Main Street and Bunnell Avenue.
A caller at 12:05 p.m. reported a business was broken into on Spit Road and Ramp No. 4. An officer went to the scene.
A caller at 2:56 p.m. reported that a woman who showed up at a store on the Homer Bypass despite having a trespass notice filed against her. An officer went to the area and the woman was arrested for trespassing.
An officer at 3:44 p.m. assisted an agency on Lake Street that requested an officer for stand by.
Aug. 28
A caller at 7:15 a.m. reported a business with open doors on the Homer Bypass. An officer went to the area and cleared the building.
An officer at 7:37 a.m. gave a driver a citation for driving without a license or registration at Mile 1 East End Road. A licensed driver picked up the vehicle.
A caller at 1:06 p.m. reported a temporary restraining order violation on East End Road. An officer went to the scene, but the problem had been solved and the respondent left the area.
A person at 3:59 p.m. made a 911 call to report three intoxicated men possibly having a disturbance on East Pioneer Avenue. An officer went to the area but was unable to locate them.
A caller at 11:48 p.m. reported a domestic dispute on Spit Road. Officers issues disorderly conduct warnings to both parties.
Troopers
Aug. 23
Troopers at 5:22 p.m. responded to a reported protective order violation in the community of Nikolaevsk. An investigation showed a 46-year-old Nikolaevsk woman had violated a protective order by communicating with the petitioner of the order. Spencer was arrested and remanded into the Homer Jail.
Aug. 24
Troopers at 2:45 p.m. responded to a single vehicle crash near mile 159 of the Sterling Highway. An investigation showed a 72-year-old Colorado man been driving north fell asleep. The vehicle went off the road and struck a stand of trees causing injuries to the occupants of the vehicle. All occupants were transported for serious but non-life threatening injuries.

Bradley N. Sheffield, 46, Ninilchik, charge dismissed, refusal to submit to a chemical test. He pleaded guilty to driving under the influence. He was fined $4,000 with $1,000 suspended and sentenced to 90 days in jail with 70 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $1,467 cost of imprisonment; ordered to attend an alcohol safety action program and install an ignition interlock device; had his driver’s license revoked for one year; and was placed on probation for two years.
Patrick A. Bussing, 31, charges dismissed, two counts of fifth-degree criminal trespass, and no motor vehicle liability insurance. He pleaded guilty to reckless driving, and was fined $1,000 with $1,000 suspended and sentenced to 30 days in jail with 27 days suspended; ordered to pay restitution in an amount to be determined, $50 to support the Police Training Fund a $150 jail surcharge with $100 suspended; had his driver’s license revoked for 30 days; ordered to obtain substance abuse evaluation; and placed on probation for one year.
Mitchell K. Bates, 29, pleaded guilty to an amended charge of fourth-degree criminal mischief. He was sentenced to 90 days in jail with 88 days suspended with credit for time served; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to pay restitution in an amount to be determined; and was placed on probation for one year.
Ivan A. Konev, 46, pleaded guilty to concealing merchandise. He was fined $100 and ordered to pay $50 to support the Police Training Fund.
Peter J. Shutt, 60, pleaded guilty to first-degree criminal trespass. He was fined $500 with $250 suspended and sentenced to 30 days in jail with 30 days suspended; ordered to pay $50 to support the Police Training Fund and a $100 jail surcharge with $100 suspended; was placed on probation for one year; and was ordered to have no contact with ACE Towing.
Christina L. Tennison, 54, pleaded guilty to having no motor vehicle liability insurance. She was fined $500 and ordered to pay $50 to support the Police Training Fund.
Richard M. Russell, 38, pleaded guilty to fourth-degree misconduct involving a controlled substance for possession. He was sentenced to 30 days in jail with 30 days suspended; fined $500 with $500 suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to forfeit items seized; placed on probation for one year; and ordered to obtain a substance abuse evaluation.
Cornelius J. Kvasnikoff, 36, pleaded guilty to fourth-degree criminal mischief. He was fined $500 with $500 and sentenced to 15 days in jail with 14 days suspended, with credit for time served; ordered to pay restitution in an amount to be determined, $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; placed on probation for one year; and ordered not to consume alcohol for one year.
