At Monday’s meeting, the Homer City Council also awarded contracts for a used van and replacing the high-mast harbor lights with energy-efficient LED lights. The council took these actions:

• Approved a contract to purchase a used 2016 Chevy Express cargo van for Public Works in the amount of $39,801;

• Awarded a lease to Wireless Edge Towers of New Rochelle, N.Y., to build a 145-foot tall communications tower on the Homer Spit near the Harbormaster’s Building;

• Passed on second reading Ordinance 17-06 amending city code to appoint a hearing officer to hear ethics complaints;

• Postponed a resolution allowing 16 Kachemak City property owners along a city water line on East End Road to hook up to city water;

• Awarded a contract to Puffin Electric of Homer for the Harbor High Mast LED light conversion project for $168,423. That project will replace the harbor mast lights with more energy efficient LED lights, and

• In an executive meeting, considered an appeal by landowner Christoper Robinson challenging the penalty on his Homer Natural Gas Assessment payment. Robinson alleged the city had failed to send him his assessment bill after he purchased his home. Meeting out of executive session, the council granted his appeal. The Homer News later protested the vote on meeting in executive session, saying the council failed to cite what “law, municipal charter, or ordinance” that required meeting in executive session. In the Committee of the Whole meeting, Zak had said he would suggest the meeting be public, but he failed to do that when the issue came up at the regular meeting. Council members Tom Stroozas and Heath Smith voted against going into executive session.
