Judgments

Kathryn R. Frutiger, 26, pleaded guilty to an amended charge of negligent driving. She was fined $300 and ordered to pay $10 to support the Police Training Fund.

Arley Suter, 28, pleaded guilty to reckless driving. He was sentenced to 30 days in jail with 25 days suspended and ordered to perform 40 hours of community work service; ordered to pay $50 to support the Police Training Fund; had a driver’s license revoked for 30 days; and was placed on probation for one year. Suter also pleaded guilty to an amended charge of fourth-degree assault, and was fined $1,000 with $1,000 suspended, sentenced to 180 days in jail with 170 days suspended and ordered to perform 80 hours of community work service; ordered to pay a $150 jail surcharge with $100 suspended; ordered to provide a DNA sample and not have contact with his victim; and was placed on probation for two years.

Joseph D. Arbuska, 50, pleaded guilty to and amended charge of fourth-degree assault, domestic violence. He was fined $2,000 with $1,000 suspended and sentenced to 360 days in jail with 300 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to complete a batterer’s intervention program; ordered to provide a DNA sample and comply with mental health counseling recommendations; and was placed on probation for five years.

Jesse M. Kvasnikoff, 31, pleaded guilty to an amended charge of disorderly conduct. He was sentenced to time served in jail and ordered to pay $50 to support the Police Training Fund and a $50 jail surcharge.

Lillian J. Bear, 57, pleaded guilty to an amended charge of failure to stop at the direction of a police officer. She was sentenced to 115 days in jail with 115 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to attend an alcohol safety action program; and was placed on probation for two years. She also pleaded guilty to driving under the influence. She was fined $2,000 with $500 suspended and sentenced to 90 days in jail with 87 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $330 cost of imprisonment; ordered to install an ignition interlock device; and had her driver’s license revoked for 90 days.

Cim J. Blair, 32, pleaded guilty to driving while license revoked. He was sentenced to 40 days in jail with 30 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; had his driver’s license revoked for 90 days; and was placed on probation for one year.

Stacey A. Anderson, 38, pleaded guilty to fourth-degree assault, domestic violence. She was sentenced to 90 days in jail with 89 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for one year.

Travis K. Catron, 21, pleaded guilty to third-degree theft. He was sentenced to 60 days in jail with 50 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered not to contact his victim; and was placed on probation for one year.

Brenda D. Johnston, 54, pleaded guilty to violation of custodian’s duty. She was fined $1,000 with $500 suspended and sentenced to 60 days in jail with 50 days suspended and ordered to perform 80 hours of community work service; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for one year.

Tina M. Prevost, 33, pleaded guilty to making a false report. She was fined $500 with $500 suspended and sentenced to 40 days in jail with 35 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for two years.

Charley J. Dushkin, 24, pleaded guilty to first-degree criminal trespass. He was sentenced to 365 days in jail with 180 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to apply for an Alaska Permanent Fund Dividend and pay restitution; ordered to attend an alcohol safety action program, not consume or possess alcohol and obtain a mental health evaluation; ordered to write a letter of apology, ordered not to contact his victims and go on their fishing boat and to the Homer Harbor; and was placed on probation for five years. He also pleaded guilty to fourth-degree theft and was sentenced to 90 days in jail with 45 days suspended.

Alden T. Steiner, 17, pleaded guilty to texting while driving. Imposition of sentence was suspended subject to the condition that he perform 40 hours of community work service and pay restitution. He was placed on probation for one year.

Mustaf A. Abdille, 27, pleaded guilty to second-degree criminal trespass. He was sentenced to 15 days in jail and ordered to pay $50 to support the Police Training Fund and a $50 jail surcharge.

Sean M. Carpenter, 24, pleaded guilty to fourth-degree theft. He was fined $250 with $250 suspended and sentenced to 30 days in jail with 25 days suspended and ordered to perform 40 hours of community work service; ordered to pay $50 to support the Police Training Fund and a $100 probation surcharge with $100 suspended; ordered to apply for an Alaska Permanent Fund Dividend and pay restitution; ordered not to have contact with Ulmer’s; and was placed on probation for two years.

Patrisha A. Recha, 29, pleaded guilty to fourth-degree theft. She was fined $500 with $250 suspended and sentenced to 50 days in jail with 45 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to apply for an Alaska Permanent Fund Dividend and pay restitution; ordered not to have contact with Ulmer’s; and was placed on probation for two years.

Elizabeth A. Kvasnikoff, 28, Port Graham, pleaded guilty at her arraignment to fourth-degree assault, domestic violence. She was sentenced to 90 days in jail with 80 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered not to possess or consume alcohol; and was placed on probation for two years.

Eric F. Donhauser-Sagmoen, 20, pleaded guilty at his arraignment to fourth-degree theft. He was fined $500 with $250 suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for one year.
