News - Expansion nearly finished Phase 1 of the South Peninsula Hospital expansion is 90-percent complete, the hospital announced last week. Started in May 2006, the 22,000-square-foot project includes a new emergency room and entrance, radiology department and admitting area. New boilers have been installed and already providing more efficient, energy-saving hot water and heat. Curbs and gutters are in with paving expected soon. Interior work also is being done, said Carl Brinkerhoff, project superintendent for Cornerstone Construction. A grand opening is tentatively scheduled for September.

Homer man sentenced in assault case

A Homer man accused of brutally assaulting another man was sentenced Monday for his role in an alleged kidnapping. Savva Basargin, 25, had earlier pleaded no contest to second-degree assault and coercion, both class B felonies.

Nine other counts of kidnapping, first- and third-degree assault, interference with official proceedings and tampering with physical evidence were dismissed.

Basargin, Vladimir Bystrov, 21, and Alexander Sergeev, 22, were accused of kidnapping Mihay Kalugin, 19, of Homer, on the Homer Spit the evening and morning of Nov. 21 and Nov. 22. Prosecutors allege they drove Kalugin around Homer and beat him up before dumping Kalugin near his family's home off East End Road.

Kalugin was treated at South Peninsula Hospital for skull fractures, broken teeth, a broken nose, a broken cheek bone and swollen and blackened eyes and lips.

Bystrov and Sergeev, both of Anchorage, are awaiting trial on their charges. A trial scheduled for May was postponed when a witness had to see medical treatment. A new trial date has not been set.

Basargin did not contest a charge that he beat Kalugin with his hands and feet and that he coerced Kalugin into admitting he stole speakers and burned a Lexus. In a judgment filed with the Homer District Court, Basargin admitted he was the leader of the group who beat Kalugin and that his offense "manifested deliberate cruelty" - conditions or aggravators which Kenai Superior Court Judge Dan Hensley could apply in sentencing.

Basargin was sentenced to seven years with four years suspended on the assault charge and one year with one year suspended on the coercion charge. He was ordered to pay police training surcharges of $200, a jail surcharge of $200 with $100 suspended and to provide a DNA sample on request.

Hensley also ordered Basargin to pay restitution to Kalugin and to apply for an Alaska Permanent Fund dividend until the restitution is paid in full. Other conditions of probation included attending anger-management classes and not consuming or possessing alcohol or illegal drugs.
