Construction of a new subdivision along the hillside just east of West Hill Road has had area neighbors concerned enough to complain to the borough. But Monday, the Kenai Peninsula Borough Planning Commission approved the subdivision plans of longtime local landowners Charles and Louise Tulin of Anchorage, who expect to create 51 lots on roughly 100 acres, most of it offering spectacular views.
