City Manager Patti Whalin will step down from the city's top administrative job on May 10 and assume her old position as assistant to the city manager, the Homer City Council decided Monday. Finance Director Val Koeberlein, already designated the acting city manager in the manager's absence, will take over as interim city manager while the council begins the process of finding Whalin's permanent replacement.
