In the fall of 2013 I had a building project that required a new HEA service. The engineering department took my plans and created an estimate. I wrote them a check. “This is only an estimate,” they pointed out in the contract, “you will be responsible for the balance if it costs more when we’re through.” This fall I was filing the receipts for the project and realized I hadn’t received an accounting from them. So I called the HEA engineer who had handled the original contract. I received a check for almost half of my original payment. If you have been in this same situation, it might be worth a call.
